AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, States Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before the country’s general election.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog noted in a analysis released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, despite the fact that the user’s input exactly matches the stances of these political entities, the study pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the showing of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, implying the runner-up party is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
